Homes of Hope, Inc. (Owner) is soliciting sealed bids from qualified contractors for the renovation construction of The Opportunity Center – A Business Incubator and Training Center (33,000 SF existing space). The Opportunity Center (the “Project”) is located at 8570 Rivers Avenue, North Charleston, SC 29406. The U.S. Department of Commerce Economic Development Administration is providing partial funding for this project (EDA Investment No. 04-79-07376).
Bid documents including plans and specifications are on file for viewing purposes provided by the Project’s architect, McMillan Pazdan Smith Architects. To register to bid and receive a copy of the bid documents, email the Project’s development manager at [email protected] and Project’s architect at [email protected]. Once registered, a link will be provided to the bid documents. Only those bid documents obtained from the Project’s architect are official. Bidders relying on copies of bid documents obtained from any other source do so at their own risk.
Mandatory Pre-Bid Meeting:
All prospective bidders must participate in a Pre-Bid meeting. The Pre-Bid meeting shall occur virtually by Zoom on Monday, August 3, 2020 at 11:00 AM. A Zoom meeting invitation and details will be provided upon registration. Failure to attend this meeting shall be grounds for rejection of bid. Any questions to be answered at the Pre-Bid Meeting should be submitted by Thursday, July 30. At the Pre-Bid Meeting, dates for accessing the existing structure will be provided.
Bids will be accepted until 2:00 PM, Monday, August 17, 2020 at (hand or mail delivery) at the following locations:

Bids may also be emailed to [email protected] or [email protected]. Any bid submitted by email shall also require a hard copy to one of the above addresses on or before 5:00 PM, Wednesday August 19, 2020. It is the responsibility of the bidder to verify receipt of any submitted bid.

At the call of time, the bids will be opened and publicly read aloud. Late bids will not be considered. Prices submitted are valid for 45 days. Incomplete bids or unsigned bids may be rejected. Bids shall be unconditional and accepted without alteration or correction.
All bids received by the deadline will reviewed by Homes of Hope, its development manager, The Randolph Group, and the Project’s architect, McMillan Pazdan Smith. The base bid should be according to the plans and specifications as provided. All additional items and tasks will be considered separately from the base bid. In order to find the most responsive and responsible bidder, the winning bid will be selected through an evaluation process that may take up to 3 weeks.
Homes of Hope has the right to reject any and all bids at their discretion. Homes of Hope will award the contract based on the responsiveness of the bidder, integrity of the bidder, and credible recommendations by others of the bidder.
A Bid Award Notice will advise the successful contractor of the date, time, and location of an initial Project review and launch that will occur prior to the commencement of work and the issuance of a Notice to Proceed. The successful bidder has seven (7) days from the Bid Award Notice to submit all required bonds, insurances and licenses.
No bid will be accepted from a contractor who is not fully licensed as applicable, by the South Carolina Department of Labor, Licensing and Regulation Contractors’ License Board, in accordance with Title 40, Chapter 11 of the Code of Laws of South Carolina.
Any bidder in response to an invitation for bids shall set forth in his bid the name of those subcontractor(s) that will perform the work as identified in the invitation for bids. No prime contractor whose bid is accepted shall substitute any person as subcontractor in place of the subcontractor listed in the original bid without prior approval from the Owner. The request for substitution must be made to the using Owner in writing.
Bid security, an amount equal to at least 5% of the amount of the bid, shall be required. Bid security shall be a bond provided by a surety company acceptable to Owner. After the bids are opened, the bond shall be irrevocable for the period specified in the bond. If a bidder is permitted to withdraw a bid before award, no action shall be had against the bidder or the bid security.
Performance and Payment Bonds shall be delivered to the Owner and shall become binding on the parties upon the execution of the contract. Please submit a letter with the bid submittal verifying ability to obtain performance and payment bonding for at least the bid amount.
